After a bad system crash, I would like to re-install Windows Vista with a
full format, but when I try to re-install Vista Home Edition it does not give
me the option of a full format,  just a quick format.

Is there a way to perform a full format?

I guess you will have to boot up using the installation disk and do a clean
install if you want to do a full format.
Be careful, though. If you own a OEM license there is a big risk that you
won't be able to activate your Windows via internet. You will have to do it
via telephone.
The retail version doesn't have that issue.
