Running Home Premium and see in explorer that there is a folder called BOOT
that has a bunch of sub-folders for different languages and each one
contains a file called bootmgr.exe.msi.    What is this folder, do I need it
or can it be deleted?

That's an important folder. Contains your boot configuration data. You
really want to be deleting anything in there.

You might get away with deleting some of the language folders that you're
unlikely to use, but whether that's worth the risk for the sake of 10mb or
so is another matter.
