This is what I have installed as for the Windows Media Player for Vista.
Look at ALL the listed under "MPEG/DVD Filters" I have. So why in the hell I can't play simple retail movie DVD's anymore.

Complete error message in Vista Windows Media Player when I pop a retail movie DVD in the DVD drive :
"Windows Media Player encountered a problem while playing the file. For additional assistance, click Web Help."
The so called "Web Help" tells me to go to the "Microsoft Communities" to find help here, Which I did.

Have you tried loading the free KLite Codec pack (http://www.free-codecs.com/download/K_Lite_Codec_Pack.htm) or the Windows Essentials Media Codec Pack 1 (http://www.download.com/Windows-Essentials-Media-Codec-Pack/3000-2140_4-10662709.html)?

My Answer :
The Windows MCE 2005 Operating System on the same computer plays DVD's fine in Media player,(Dual booted) with Microsoft Vista Home Premium 32-Bit OS, which the DVD's DO NOT play in vista media player.
And Yes, My Dell Notebook with Vista Basic does play the DVD fine in vista media player.

These are what are referred to as "other players" when I asked "Are any of your other players able to play the DVD?"
The answer you gave cited other OPERATING SYSTEMS that can play your DVD. That's not what I asked.
Can your other PLAYERS - ON THE SAME OPERATING S-Y-S-T-E-M - play the DVDs?
And, just to be clear, you DID install the suggested codec packs on the same operating system that you are having trouble playing the DVDs on - right?

Ok, Let me make it clear, On the vista operating system I can play the DVD's on the other installed stand alone players; such as, Cyberlink PowerDVD 7 and Sonic CinePlayer.
But, I can NOT play DVD's in the Vista Media Player. Which I really want to use.
Also, You have to understand, over two weeks ago I had no problems playing tons of DVD movies in the Vista Media Player. I did not install or change anything that would interfere with the vista media player.

Could the DVD have a different country code?
Are any error messages shown when you try and play the DVD?
Do you hear the sounds and see no picture?

"VCD" CD's, "MPEG" CD or files, "AVI" CD or files, "MP3" CD or files, "MIDI" files, "DIVX" files.
I just can not play simple retail DVD movies in the Vista Media Player.

Now that I got it replaced... the laptop is pretty much empty....so to speak. I like watching a movie before i go to bed, thats why I am desparately looking for this DVD Decoder.

I would check the manufacturer's website to see if there is a download. There are other DVD decoders available, but I don't have links handy...Google is your friend...

Hope it will solve the issue. If not then see the region encoding lock for your DVD, either the same as your region. If it not helpful then please just post the error screenshot so we can understand the problem.
