I started Magnifier once (at the logon prompt screen) and then later disabled
it (unchecked everything). But it still launches at every login and refuses
to be disabled despite me trying various Magnifier setups options. It's not
in my "Startup" folder either.
Can anybody knows how I can prevent it's launch every login? It's begining
to be a pain to have to kill the process every log in.

In Control Panel/Ease of Access you will see a link to 'change
administrative settings" It has a checkbox to enable things at the logon
page.

Start button>Programs>Accessories>Ease of Access>uncheck Magnifier.
