question on vista

(I posted this about a week ago and for some reason it
did not show up on my reader, so I'm trying again )
I've been using Vista now for about 2 weeks. It came on
my new laptop. I have the following questions.
1.When I attempt to start some program desktop shortcuts,
   instead of running, the file is first opened up in the Explorer
   file handler. Then if I open the icon in the Explorer it finally
   will then run. How can I change the settings to get the app
   to "just run on the first double click" ?
2.When I create a New Folder, it doesn't give me a chance
   to name the it. It just comes up New Folder.

I did absolutely nothing, I just bought the machine, it's a Dell.

Yes I know "all" of the above, it appears that my problem makes me
appear as an idiot. I have no idea why this scenario is happening on
my machine but is appears that it has never happened to anyone else.

Again it seems that I'm coming across as a total  idiot. I am aware
of all of the above. I guess I will have to try and figure this one out
myself.

Hello JG,
Calm down, no need to get excited. Let me try to answer the 2nd
question (seems to be the easier of the two.)
I'll show you how I would do to create a new folder, and see if it's
different than your way. Ok, I'm right handed. Let's say I want to
create a new folder under the Document folder :
1. Right click on an open space inside the Doc folder.
2. Left click on NEW
3. Left click on Folder
4. A New Folder icon will appear. Type in the name, then left click.
I'm done.
Is it any different than you would have done ?
