No, I do not think they are related. The problem with your DVD burner is
very likely to be because your power supply unit is not powerful enough for
your system. OEM manufacturers put in just about the cheapest one that they
can for the system, so when you add more HDDs and optical drives, and PCI
cards, the PSU can be strained.
You'll find that it works fine back in the old PC, and will be fine if you
got a decent PSU with more power, like a Tagan, Zalman, Enermax, etc. in
your new computer. As a short-term solution, you can try removing some PCI
cards, or other optical drives and HDDs from your overloaded PC.

What sort of reasoning is that? Burners often going screwy when they do not
get enough power. And differently branded? What do you mean? It looks the
same? The ATX form factor is a standard.

The two PSUs are made by different manufacturers but have exactly the same
spec (voltage/ampage/wattage whatever).
