Does Vista (Home Premium) have a built-in mp3 editor, say,
to shorten an mp3 file? If not any freeware recomms?

Search for "Audacity" which is an open source project.

You will need to install an add on to handle MP3 files, Audacity works
with raw sound, but once set up it works very well.

You will need to spend a little time setting up, it is not difficult but
Audacity is capable of a lot of useful things.
