Vista Business Locks Up

My Visa Business Locks up and semi locks up. I been using Visa Business for
about 5 months and have notices it has a tendency to lock up. At first only
occasionally and now almost all the time. It starts out by not allowing me
to start programs from my desk top and I get that spinning circle that stays
on forever. But I can start the program from the Start -> All Programs menu.
But after a while it fails to work also. I have run numerous virus checks,
and spy ware checks but nothing works. I am forced to reboot and sometime
have to rebut by the reset button because nothing works. Any suggestions.

Click Start and enter 'perfmon  /rel'
See if clicking some of the latest red x's tells you something about what is
happening.

There is no command line or Run command as in XP.  So, where exactly do I
enter 'perfmon /rel after I click the start button?

Run is in Accessories. The Properties of Start will also let you put it in
the same place XP has it.  Typing into the search line and pressing enter
also does it.
The Performance Monitor also has an icon in Admin Tools.
