Protected Mode on Trusted Sites

I am having trouble with some websites that require me to turn protected mode
off to operate properly.  All of these websites are trusted sites.  When I go
into Tools, Internet Options and then the Security tab, I check trusted sites
and the Protected Mode is turned OFF.  When I go back to my trusted site,
protected mode is ON.  What can I do?  On the trusted site, at the bottom of
the page it reads:  Internet:Protected Mode: On.  I have no idea what to do
now.

Rightclick a Command Prompt icon on the Start menu. Click 'run as
administrator' and type:

start iexplore

When IE opens browse to your trusted site. Open another browser window
normally to go to untrusted sites.
