Any know is its possible to allow a user to have access to the Add Route
command ?

The user cannot make use of the administrative account.

Its a corp. computer with a VPN client.

To run the Route command you need to be a member of the local Administrators
group or run the command prompt under an Admin account.
So if you cannot satisfy one of these conditions then you will not be able
to alter your local routing table.
