Question about file ODBCJT32.DLL & MDAC

I wrote a program in Visual Basic. It uses the odbcjt32.dll version
4.0.6304.0. If I try to install this program in Vista 64bit it has a
problem with this file refusing to replace the one already installed.
The installed version is 6.0.6001.18000. I believe the file has
something to do with Database files and the jet engine. The program has
always run perfectly in XP and unfortunately I am not ina position to
try it with Vista 32bit. Can anybody please explain what I can do about
this?

Maybe if someone can just tell me how to access the MDAC Adminstrator I
could solve this problem
