windows XP Language

I have a mate who is Japanese and is looking at getting a PC to do his
studies on

He only has a limited command of english so he would like a machine that
shows everything in Japanese rather than english but here in New Zealand you
can only get the english version of XP.

I have tried the language option in xp's contol panel but it only changes
the displayed language for a limited number of programs

Is there any way of getting XP to show everything in Japanese

No;
Windows XP need to be bought in the desired language.

There is an exception for Windows XP Pro English.
And that is if you also get the Multilanguage User Interface (MUI)
The MUI has limited availability and your friend may not be eligible:
