Windows XP dial up

I have Windows Xp home edition.
I have tried to reload and keep getting a 711 message.
Does anyone know where I go to turn on the dial up or get it to interface
with my modem?

when I try to access the remote access connection manager to start it I get
a error 5 access denied.

Yes I have.
I also reinstalled xp and no better results.
I also tried it in the safe mode.

Is there a way I can down load it to a disc? I am using my laptop and it has

Go to Windows Update, in the left frame, select the Personalize option.  At
the page that appears, select the "Show link to Windows Update Catalog."
Refresh the page and click OK when it asks if you wish to save changes.
Click the Windows Update Catalog link in the left frame.

Click "Find updates for Microsoft Windows Operating Systems."  Select
Windows XP RTM, click search and find the updates specified in the Knowledge
Base Article.
