Front Page Express

How do I access this program (that is on my computer).  
When I open fpxpress.exe I get an error message "This
application has failed to start because fp20htp.dll was
not found.  Reinstalling the application may fix this
problem."  The .dll file is on my computer also.  How can
I fix it so that the Front Page Express program will
install?

If you want Front Page, you need to install it.
Front page Express does not come with Windows XP as it did with some
earlier versions of Windows.
The empty files are normal.

This is simply a remnant.  Front Page Express is no longer available or
included with Windows XP.
