Help and Support not opening

I am currently running two computers at home - both with
windows XP Pro.  On the one computer, when I go, Start>Help
and Support, it opens fine - just as usual.  But on the
other computer, when I click the link, I can hear the
computer working, but still nothing comes up.  Any ideas?

Click Start | Run | type "helpctr -regserver"
