Taskbar / Desktop not displaying?

Hi,
 neither my taskbar/start menu/desktop icons are
displaying upon startup, making it very diificult to
navigate programs. I have gone through the desktop
options and made sure everything is setup correctly, but
the Taskbar setup in the Control Panel will not open
either.
Any suggestions?
