ftp problems

When I try to access an ftp site, it says that a
connection to the sever could not be established or
something else. I cant even get on to
ftp://ftp.microsoft.com

please help,

If you are using IE to connect to the site as opposed to a separate ftp
client, in IE< go to Tools, Internet Options, go to the Advanced tab, if
"Use Passive FTP" is selected, de-select it and try again.  If it is not
selected, select it and try again.  Be sure to hit apply and ok so the
changes take effect.
