Access denied no permission

The cryptographic Services is not working correctly(not
at all actually).  In trying to get it going again I am
performing the following according to MKB Article 326815.
When I type in the second line referred to and hit enter
I get a message that says "access denied" you do not have
permissions.
What is wrong that I can change to correct that?

Don;
Rename catroot2 this way:
Reboot, login to an Administrator account.
Double click My Computer.
Double click C drive.
Double click Windows file.
Double click System32 file.
Right click catroot2, click rename, type "catroot2old"
ENTER
