Not Licensed for MS ACCESS?

Hello-- recently got Windows XP Pro to replace Windows 98
for home and pro use.  Need Software program ACCESS for
personal use, which we had with Office 97, but when
installed on XP, system says not licensed for this
program on this computer.  All other Office 97 programs
work, but not needed since we have new ones.  Why doesn't
MSACCESS work? Frustrating!
