xp pro access to applications for each account

how do i configure each account's access to software on the computer?  for
example i'd like one user to have access to msn messenger and another not
to, or one user to have internet access and another not to

Do you have XP Pro or Home Edition?  If you have Home Edition there's not
much you can do.  If you have XP Pro, look into the Group Policy Editor.

NOTE: the Group Policy Editor is not available in XP Home Edition.
