Folder Scanning

Is there a way to stop winxp from scanning a folder
everytime it opens one.  In win98 it didn't do that!!  Its
anoying sometimes over a network that another pc has a
large file that takes forever to open because it has to
wait to be fully scanned before opening.

What kind of scanning are we talking about? From an antivirus program? Or
Explorer scanning the network for network locations?
