After Recovery no access to old accounts

Hello,

After a System Recovery I cannot access my old accounts.
The folders are still in C:\Documents and Settings but
those accounts that had a password cannot be accessed.
Everytime I try it says "C:\Documents and
Settings\FOLDERNAME" Access denied.

What can I do? How can I gain access to these folders?
