A number of icons on my desktop give me an error that
says:
"Windows cannot access specified device path or file..."
But I can create a shortcut in Explorer and click on the
that to get to the program. This is true on only some
programs on the desktop. I have administrator privledges
with my login.

I would start by making sure your antivirus application is up to date and
scan your system.  Also, make sure there is no malware at the source of the
issue, download, install and run Ad Aware:
