Accessing terminal server

When one of our users tries to connect to terminal server
it kicks him out and leaves the error "Event ID 1004 The
terminal server cannot issue a client license" under
event viewer on the terminal server.
I have 10 licenses and no one else is having this issue,
only him.
We are using a win2000 network and he is using XP home.
Is there a way to resolve this?
