Administator privilages not working in XP

My computer will not let me change the system time or run the system restore.
It says that I don't have the proper privilage.
The problem is that my account has administrator privialges.
I also got on the Administrator account and it still didn't work.

At restarting computer or upon starting,tap the F8 key,then select,safe-mode
with networking,then enter as administrator,then adjust the settings.
