"CD-R drive or CD-RW drive is not recognized as a recordable device".  The
regedit fix is the issue for my question:

a) properties for this device does NOT have a recording tab
b) the registry does NOT have a sub-key '\Drives' as specified in the
article 316529.
(HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\CD
Burning\Drives)

any ideas for making XP recognize that this is a CD-RW?

Go to Control Panel - Admin Tools – Services
or click Start, Run and type :  services.msc

Make sure that  IMAPI CD Burning is Started.
If not, double click it, set Startup type to Automatic, Apply.Exit and reboot.

Now in My Computer, right-click the drive, Properties, Recording Page and make sure
'Enable recording' is checked

Your CD-RW drive is not recognized as a rewritable drive in Windows XP Service Pack 2
or in Windows XP Tablet PC Edition 2005
