System recycles back on after turn off

Every time I turn off my system, it immediately starts to
come back on again. My Dell system automatically turned
off when I selected "Turn Off". However; for reason it
has started to recycle back on and I have to manually
turn the system off. Any ideas?

Gerald;
Disconnect the network cable.
Does it now shutdown OK?
If yes go to BIOS and look for something like "Wake on LAN" usually
under Power tab.
Disable it.
