password protection / blocking access

Several ppl use the computer that i use. I want to know is there some way of
making to access to some folders and programs password protected, or is there
another way I can block access to a folder or program.  (i use windows xp)

I have an external hard drive which I sensative data, and I want to be the
only person that can access that folder.  Ideally what im looking for is like
if somebody double clicked on a folder to open in, a password would be
required before proceeding, and the same thing also for certain programs on
my desktop.
