everything is a mess! file error... is just 1 of the problems

Hi all,
This is my first time on this board, and I apologize in
advance for the length of this post, but this problem is
so hard to explain. Anyone brave enough to read this
explaination, I thank you if you can offer some help or
suggestions.
I am about to go nuts!! For 3 hours I have been trying to
close these message windows that appear everytime I log
on to my computer. The first that appears is "File
Error,cannot find SHELL.DLL and there is a rectangle
under that which says "close". When I click on "close" or
click on the X at the top of the message box, the box
keeps reappearing. Then another box comes up
saying "Setup needs to close Microsoft Money Express 2002
and is unable to do so. Please close and click retry." (I
don't know what that is all about because I can't even
find Microsoft Money Express 2002 in my computer, so how
could it ever have been open? I see there is Microsoft
Money 2002, and tried to remove it thinking that may be
it, and another box for "Add or Remove program"
says "another installation is already in progress.
Complete that installation before proceeding with this
installation" and there is a button "OK"( I wasn't
installing anything)When I click retry,or OK a window
comes up "Windows Installer" preparing to install, with
an hourglass and a "cancel" button. I click cancel, and
all the same crap starts all over again!!!
It's 2:00AM and I'll never get to sleep till I can
resolve this mess. Any help would be appreciated so very
much!

Boot your PC in safe mode by pressing F8 during boot up and do a
system restore. Return to a point where your system was running fine.

To run System Restore in safe mode
Access System Restore through Help and Support.
Follow the instructions on your screen.

To access the System Restore Wizard, click Start, and then click Help
and Support. Click Performance and Maintenance, click Using System
Restore to undo changes, and then click Run the System Restore Wizard.
While the computer is in safe mode, System Restore does not create any
restore points. Therefore, you cannot undo a restoration that you
performed when the computer was in safe mode.
You can use System Restore to restore your computer to any restore
point while in safe mode. If you cannot start the computer in standard
mode, you can use System Restore to restore to a time when you could
start the computer without errors.
To restore to a time when your computer started without errors, select
a restore point as close to the time you remember it last started
without errors.
If System Restore is suspended because of insufficient disk space, you
cannot enable it by making more disk space available while in safe
mode. You must restart the computer in standard mode and make more
disk space available.
