Restoring A Program

Ok guys whats happened is i was running a program and for some reason its
gone down to my toolbar at the bottom, but i cant get it to go back on my
desktop, it will let me maximize the whole of the screen on minimize back
down to the bottom but thats it, i cant drag the edges to make it smaller,
what have i done and how do i get it back on my desktop in small version

So what happens if you maximize it and then click on the double-window
at the top right corner?

It goes back to the bottom m8, i have tried everything, never had this
happen befoe its strange.  I ghave tried rebootint the machine closing the
program down reopen everything
