I am having difficulty increasing the size of the font in the title bar, at
the very top. Any hints? Also, in the process of trying to fix that, the
quick launch icons have grown.

Perhaps you have chosen the wrong item in Control
Panel-Display-Appearance-Advanced?
What item did you change?

Right-click on the desktop and choose Properties. Go to the appearance tab,
and click on Advanced. Set the item to "Active Title Bar" and change the
font size. Repeat with "Inactive Title Bar."

I tried that, and the "minimize, maximize, close" buttons get larger, but
