Perhaps you have chosen the wrong item in Control
Panel-Display-Appearance-Advanced?
What item did you change?

I don't recall changing anything there, but I very well could have.

Right-click on the desktop and choose Properties. Go to the appearance tab,
and click on Advanced. Set the item to "Active Title Bar" and change the
font size. Repeat with "Inactive Title Bar."

I tried that, and the "minimize, maximize, close" buttons get larger, but
the text stays the same.
