What can one do about a CD tray that ejects on its own.
When I turn the PC on, the tray pops out. It pops out at other times as
well. There is no particular pattern to this crazy behavior. Any suggestions?

Usually this means that the drive is failing. Replace it with a
known-working one to test.

Two issues, in order of likelihood:
1. Virus or malware
2. Defective drive.

Post to the microsoft.public.security.virus newsgroup. What you describe
can be caused by certain viruses.
