Why I can not add new language support?

Hi,
 I have Windows XP Professioal on my Dell Laptop as pre-installed. It
only supports English. So I go to "Control Panel" -> "Reginal and
Language Options" -> "Languages" tab, I check "Install files for east
asian languages", there is a pop up saying it requires 230MB space and
it will be installed once I click OK or Apply button. I click off it.

 The problem is whatever I click "ok" or "apply", there is nothing
happened. I notice that, once I click either button, the check on the
"install files for east asian languages" checkbox is cleared right
away!

 I am sure my hard disk has good enough space.

 Do you know what is going wrong?

You still require an installation CD with the "east asian languages" on it.
One XP install CD could not possibly hold all the language possibilities.
