How do I choose to show the top tool bar? The one with FILE EDIT TOOLS etc?

As for your question,

Open IE7.
Click on Tools in the Command bar.
In the menu that drops down, click on Menu Bar.

In IE 7.0 Click the Tools option and then, fromt he drop down menu, click
the Menu bar option.

Tapping the Alt key is better for me because then it isn't always taking up
real-estate.
