I have 2 PC's, both XP which I used to shut down or standby using this
combination.
Now the same key combination on both brings up 2 boxes, Utility Manager and
Narrator.
I have no idea why this is happening or how to get it corrected.
Solution appreciated.

Hit the keys separately instead of in combination.
Hit the Windows key and release.
The Start Menu should stay displayed.
Not hit the UP key.

Good luck
