I prefer my taskbar to be in 'always on top' mode to any other available mode.
I have also always moved my taskbar to the top of the screen on every PC I
have used since Windows 95 (makes sense to me - application toolbars are at
the top too, so less movement of the mouse, etc.. - anyway...)
However, it's a frequent occurrence that apps open windows (their main
windows and/or pop-up windows - depending on the app) where the title bar for
that window is then covered by the taskbar.
OK - I can select 'move' and move it. But that's getting to be a real bore.
What I actually want is a tweak to that the taskbar is always on top unless
it covers a title bar, in which case then that window is on top of the
taskbar - so that I can then move it without the 'move' hassle.
That, or force all windows never to open underneath the taskbar.
Can anyone help me with a solution to this issue ? Is there a tweak
somewhere - or even some software to install etc ?

I also prefer my taskbar on top and I've never figured out how to keep
programs from opening with their title bar under it. For the most part,
I find most programs open in about the same place on the screen so I
move them down and then close them. Not much of a fix for you?
I used to tick the taskbar to always be on top but I don't do that
anymore. At least that way, I only have to drag the open window down and
not shrink the taskbar up and then back down.
