Lost files

Whatever holds the data for the Start -> Run picklist as well as several
other files keep disappearing.  The disappearance of the pick list is NOT
from running from running Disk Cleanup, Defragging or any other
housekeeping processes, because they disappear with no such processes
having been done.

If there isn't a way to prevent the Start->Run picklist from being deleted
randomly (or, as now, daily), what file can be backed up to at least
restore the list?
