This usually caused by an Empty entry in the Run for the startup services,
so try to open the Registry Editor and look for an empty String like this : "
" or "/" and remove it.
Open a run command and type in:
regedit click [OK] on the Registry Editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run = Delete
empty Qutation like this " " or "/"
Did you ever used Voice recognition service Enabled?.
