The "NoControlPanel" Policy if set, prevents Control.exe, the Control Panel executable file, from starting. As a result, users cannot start Control Panel or run any Control Panel programs.

A value of 1 also removes Control Panel from the Start menu, and it removes the Control Panel folder from Windows Explorer. If a user tries to start a Control Panel program by another method, a message appears explaining that a policy prevents the action.

If yours is a standalone system (not a part of a corporate network), then try this:

Click Start, Run and type "regedit.exe" Press {ENTER}

Navigate to the following branch:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Backup the key by exporting it (from the File menu, choose Export) as a REG file.

In the right pane of the above key, delete the value named "NoControlPanel" (if found)

Repeat the same in this branch:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Exit the Registry Editor.

Hello

In this case there is one quick way also:

1). Type in  " control "  in the start -- > run --> click ok
2). If you are able to open the control panel, use the user account to
create a new user account on the computer. make sure to use different name
for new user.
3). Then restart the computer in the new user account, if you get the
control panel in the new user mode. The you are all set to go. YOu have to
tansfer all the files and settings from the old user account to the new one.
4). For transfering the settings  :   go to   c:\documents and settings\open
your old user account folder and then copy the following the folders :
desktop, your documents, favorites, and start menu
copy these folders to the new user folder in the c:\documents and
settings\new user folder.
5.) Again restart the computer. Now everything should be fine.   You can
delete the old user account from the control panel--> user accounts.
