How to add Sound Recorder to my Windows?

I thought Sound Recorder is an integral part of Windows.
But my Windows do not have it.
How to add it?

Are you *sure* you do not have Sound Recorder?

Start button --> RUN --> type in:

%SystemRoot%\System32\sndrec32.exe

--> Click OK.

Does it start?
