I'm running a surveilance program and want my computer to restart

My computers always have. Did you or a predecessor do
something to change this default action?

This is not a default action, it is defined by a BIOS setting, not Windows.
Some mfg's set it to boot after power failure, some do not.

Get a large capacity UPS will avoid most power problems. Consider the
largest your budget will allow.
