Is there any web hosting capability, such as IIS or Personal Web Services,
available with Windows XP Home Edition?

No. You'd need XP Professional.

INFO: Personal Web server is not included with Windows XP Home Edition

I came across a web site that claims it's possible, but you're on your own with
this.
