Computer never goes into standby

My Dell computer has Windows XP Pro. My problem is that when I specify a
standby time with: Desktop, Properties, Screensaver, Power, the computer
never obeys these durations and never goes into standby.

The screen saver works fine, and the time I select does'nt influence
my problem (whether longer or shorter than standby time).

I had a look into the registry, and I found this:

[HKEY_CURRENT_USER\Control Panel\PowerCfg\PowerPolicies\0]
"Name"="Home/Office Desk"
"Description"="This scheme is suited to most home or desktop computers that
are left plugged in all the time."

Is there any documentation anywhere about the meaning of these numbers? Is
there any option here that you can't see with the regular menus and the mouse?

You've led me to exactly the same menu I've found with Desktop,
Properties, etc.! Standby is set to 30 minutes, or something I am sure of!
