Date Rate tab

Hi,

A tech support (idiot) clown from Startech.com insists that Window XP SP2
Device Manager / Ports (COM & LPT) / PCI Serial Port Properties should have
a tab for "Data Rate" and an option to "Detect Clock Frequency" but I cannot
find either.

I have all currently available MS updates, hotfixes, patches, etc.

When I first loaded Windows XP SP2, I chose to use Classic windows over XP
windows and disabled Themes to ensure it.  Would this choice eliminate the
Data Rate tab and its various options?  If so, when I roll back to XP
windows, this tab does not appear.

Any thoughts?
