msconfig problem

Help!

I've been having a problem with very slow operation so I decided to make
some changes using msconfig to try a diagnostic startup.  When I try to go
back to a normal startup I get a message "An access error was returned while
attempting to change a service.  You may need to log on using an
Administrator account to make the specified changes."  Problem is I am
logged on using an Administrator account.  I tried adding another
administrator account and logging on to it but I get the same results.

Can anyone tell me what I need to do to get back to a Normal Startup?

Assuming you've already tried a cold boot from a
powered down state:

If this is still a problem, try going into Safe Mode
and use the Admin account available there to run
msconfig from there.  This is the System Admin account,
not your own account.  This is a "different" account
and only available in Safe Mode.    Usually you'll be
able to set msconfig things as you need them there I
know from experience but forgot until it just happened
to me again!
  Then, assuming I'm right about this, exit Safe Mode
and boot normally.  I think you'll find msconfig is
back and working as you expect it to.

Why do I say this?  Because it just happened and that's
how I got out of it.  NO idea why, but it at least
worked here.
