You could pick a better browser. :-)
There are three conditions that matter: (1) server answers but says
the particular page doesn't exist, (2) Internet connected but server
doesn't answer, and (3) Internet not connected.
I don't use IE, but I recall hearing that it "helpfully" rewrites the
server's own pages for case (1). If that's true, you might well not
be able to distinguish between cases (1) and (2). Mozilla (and every
other browser I've used) does distinguish clearly between those two
cases, though it doesn't distinguish between (2) and (3).

Change default pages for events.
Internet explorer default pages for events such as navigation canceled,
navigation failed, offline information, and blank page are stored in the
registry. You can replace these pages with your own if you would like to
customize Internet Explorer.
Start regedit,
Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\AboutURLs
Modify the key values to the full path on the hard drive. C:\page.htm
