How can you set Windows XP to use the "Command Prompt" style
Example: http://home.comcast.net/~luigiman89/command.jpg
as opposed to the Windows Classic style in the Display control panel.

I've seen it used before, but I've never figured out how to actually set
Windows to use it.

There's no such thing as the "Command Prompt" style. Your picture sinmply
shows a command prompt window open on the desktop. To open such a window, go
to Start | Run, and type CMD.

The command prompt and the Classic style in Display properties are one and
the same - both have the same style as pre win XP
