desktop backgrounds

hello,
hope someone can help me with this. Recently changed to high-speed internet,
but am now unable to apply any of my old desktop backgrounds. There is a red
circle with a line through it under my desktop themes/background listings and
I'm unable to apply any new ones. Can any one tell me how to get rid of the
red circle that seems to be disabling my backgrounds? Thanks.

Check at Kelly's http://www.kellys-korner-xp.com/xp_abc.htm  Select  B  and
scroll down to Background Tab is missing.
