Desktop Background is locked (cant change)...how do I fix?

Hi, when I go to change the desktop background, the entire menu seems
to be locked.  I can not scroll or choose another desktop background.
(not logged on as administrator)

When I log on as a different user I can change the background no
problem.

Does anyone know how I can fix this?  Thanks

Open Regedit and navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
-and-
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
Delete the value named "NoChangingWallpaper" (if present)

Navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System

Delete the values "Wallpaper" and "WallPaperStyle" in the right-pane.

Close Regedit.exe
