My Windows fonts,start menu,tool bar,icons are super huge inlarged

My five year old downloaded some cat in the hat game and ever since my
windows screen, internet and all is huge. I've deleted the program off my
hard drive that she installed, turned off my pc, did my reset button, and
turned back on. I've been through everything in the control panel to try and
figure out how to get it back to normal size, but I'm at a dead end. If you
have any information, please respond. Thanx.

Go to Start/Control Panel/Display . Click on the Appearance tab. At the
bottom left corner of the screen, under Font size what does it say ?

It says "normal"

Try System restore before the Cat get In ;-).
Also scan for malwares, the software may buggy.

I went to "run" and typed "system restore" but all the icons to chose from
are in Japanese (ADWB.BlaBlaBla). How could I get a bug from a store
purchased pc game? Guess they can do that now days. Thank you for all and any
advice.

Click Start | Control Panel | Display.

Click the Settings tab. Look at the lower left area labeled Screen
Resolution. This should be set to at least 800x600 or a higher number.
If not, left click and drag the slider to the right to increase the
resolution. You should also check the Color quality settings and make
sure they're set to at least 16 bit.

You can also run system restore by going to Start | All Programs |
Accessories | System Tools and select System Restore.

Try system Restore through this:
Click Start >> All Programs >> Accessories >> System Tools  and select
System Restore.
You can log in Safe Mode and try system Restore to be sure nothing lurking
in the background and displaying this Odd language.
Do you have Multilingual package installed to have this behavior?.
This seems to me more a virus or infestation when you said Japanese.
Remember you said He Downloaded and install not Install from CD?.
